Has anyone seen this censor mark before and can shed some light on it?

The mark has been struck on the reverse of the envelope which is of little help. It is addressed simply

To Superintendent of the

at

London

with a ubiquitous dumb cross cancel on GV 1d stamp.

One wonders whether it ever got delivered.
